Who the EU Family Member route is for

This route is for non-EU nationals who are close family members of an EU, EEA or Swiss citizen residing in Spain — typically spouse or registered partner, children under 21, dependent parents, or dependent partners under specific conditions. The application is for a Tarjeta Comunitaria (EU Family Member Card), which differs from the standard Family Reunification visa used by family of non-EU residents.
