Why Your New Zealand Healthcare Cover Won't Meet the Spanish NLV Requirement
New Zealand healthcare — public or private — is built to cover you in New Zealand. The NLV needs cover that works in Spain, from a Spanish-authorised insurer, so existing New Zealand arrangements almost never qualify.
New Zealand public healthcare does not cover residence in Spain

ACC is accident cover, not residency health insurance
ACC is accident-related cover connected to New Zealand. It is not comprehensive medical insurance for living in Spain and it does not replace the private health insurance required for the NLV.
Reciprocal healthcare does not replace Spanish residency cover
New Zealand may have limited reciprocal healthcare arrangements with some countries, but this does not give New Zealand citizens Spanish residency health cover. For the NLV, applicants should expect to arrange private Spanish health insurance.
Southern Cross and travel insurance are not the same as Spanish cover

Your Insurance Certificate — What It Must Say and Proof of Payment
The document the consulate reads is the insurance certificate. It should confirm a full private health policy with a Spanish-authorised insurer, valid in Spain, with no copayments and no waiting period on the required cover, and it should name each insured person. NLV policies are usually paid annually in advance, and consulates often want to see the first year paid, so keep your proof of payment with the certificate.
